Waterbury, Conn. – Waterbury stepmother Kimberly Sullivan faces charges after holding her stepson captive for decades in a house on Blake Street. Police Chief Fernando Spagnolo described it as one of the worst cases he has seen in his 32 years in law enforcement. The alleged victim, a 32-year-old man weighing only 68 pounds, set a fire to escape. He was kept in a small room with exterior locks, some of which had been replaced over the years. Investigators are helping him cope with the isolation and missed life experiences. The Department of Children and Families (DCF) had been involved with the family in the early 2000s but initially claimed to have no records. However, old records have now been located and are being reviewed. Sullivan is set to appear in court for the criminal case. The victim, now physically well cared for, has a long road to recovery ahead of him.
