Torrington woman Rebecca Johnson was charged with OUI and narcotics possession after being found asleep at the wheel on Route 8. Troopers responded to reports of a vehicle blocking traffic on the off-ramp and found Johnson slumped over the steering wheel with the car in drive. She failed sobriety tests and was found with eight bags of narcotics in the vehicle. Johnson, 39, was charged with OUI, improper parking, and possession of a controlled substance. She was released on a $2,500 bond and is due in court on March 17.
