Inspector general finds Wallingford police officers justified in fatal shooting in October 2023


Two Wallingford police officers have been cleared of any wrongdoing in the fatal shooting of 62-year-old Donald Passmore in October 2023. A report from the Connecticut Office of the Inspector General determined that Officers Gordon McCaskill and Robert Bellucci were justified in their actions.

The incident began when the officers responded to a 911 call reporting that Passmore had shot himself inside his home. Upon entering the residence, Passmore demanded that the officers lower their lights and put their flashlights down. Despite repeated instructions from the officers to keep his hands in the air and not touch the gun, Passmore appeared to reach for his weapon, resulting in the officers firing approximately 10 rounds at him.

Passmore was later pronounced dead at a nearby medical center, with the chief medical examiner’s office ruling his death as a homicide caused by gunshot wounds. Toxicology reports revealed alcohol, cocaine byproducts, and anti-anxiety medication in his system at the time of the incident.

Following the shooting, the officers were placed on administrative leave, and their current employment statuses remain unclear.
