The fatal shooting of a man in Wallingford in October 2023 by police officers has been deemed justified by the Office of the Inspector General. Donald Passmore, 62, was shot by officers Gordon McCaskill and Robert Bellucci after responding to a 911 call reporting a self-inflicted gunshot wound.
The officers found Passmore in a bedroom with a gun and engaged in a verbal exchange for nine minutes, instructing him not to touch the weapon. Passmore then threatened the officers and grabbed the gun, prompting the officers to open fire, resulting in his death.
The investigation concluded that the officers acted in self-defense and their use of force was reasonable and justified. Passmore was found to have died from gunshot wounds to the torso, ruled a homicide by the Chief Medical Examiner’s office.
The incident sparked controversy and raised questions about police response and use of force, but the report from the Office of the Inspector General supports the officers’ actions in the situation.
