Lt. Commander Bryan Chapman highlighted Carter’s impact on civilian and navy nuclear power and praised his brilliance and humility. Carter’s dedication to volunteering, such as his work with Habitat for Humanity, was also acknowledged by mourners attending the event. A shell casing from the salute will be preserved at the museum as a reminder of Carter’s legacy. Despite facing closure in 2005, Carter’s advocacy ensured the Navy base in Connecticut remained open, solidifying his commitment to his fellow submariners.
