House approves expansive defense bill banning gender-affirming care for transgender youth

The House passed a massive defense policy bill that includes a ban on gender-affirming care for children of servicemembers. The bill now heads to the Senate and must be signed by President Biden to become law. The provision sparked opposition from top Democrats, including Rep. Adam Smith, who said denying health care to those who need it is wrong. The bill passed with bipartisan support, with 200 Republicans and 81 Democrats voting yes, while 124 Democrats and 16 Republicans voted no. Speaker Mike Johnson pushed for the controversial provision, which also includes elements focused on military lethality and transgender rights. Democrats were split on the issue, with some like Rep. Sara Jacobs voting against the bill due to the ban on gender-affirming care. Some Democrats also worked to include language expanding coverage for fertility treatments, which was later stripped out of the bill. The bill is seen as a continuation of the culture war issues and challenges faced by military families, including recruitment and retention problems. The provision specifically applies to Tricare, the military’s health care program, and would prohibit medical treatment for minors diagnosed with gender dysphoria. Republicans believe that their attacks on transgender rights during the 2024 campaign helped propel them to victory, leading to them doubling down on that strategy.
