West Haven Embraces New Proposal to Revitalize Abandoned City Conference Center – NBC Connecticut


A new proposal called The Kelsey Project is set to transform the West Haven shoreline by replacing the abandoned Savin Rock Conference Center. The project will include a restaurant, event venue, and rooftop dining in the existing building’s footprint. Mayor Dorinda Borer sees this as an exciting opportunity to upgrade the shorefront and bring in revenue without encroaching on the boardwalk or requiring height variance.

Following the New England Brewing Company’s withdrawal from a deal to move into the building last year, Mayor Borer expressed confidence in the Kelsey Project’s success. While the owners of Jimmie’s of Savin Rock Restaurant have not provided detailed comments on the proposal, West Haven residents are eager to see the project move forward to revitalize the area and boost economic development.

With support from the community, Mayor Borer is hopeful the Kelsey Project will be approved by the planning and zoning commission and open by May 2026. Residents see the project as a positive step to prevent abandoned buildings and attract more visitors to West Haven. Despite past setbacks, there is optimism for the successful completion of the renovation and the positive impact it could have on the local community.
