In New Haven Superior Court, Stacey Footman, 49, faced charges of second-degree larceny, second-degree kidnapping, assault of a public safety personnel, second-degree criminal trover, and interfering with an officer. Footman was accused of stealing a police cruiser with an officer inside, an incident captured on surveillance video that occurred outside the department’s substation on Congress Avenue. Footman allegedly forced the officer out of the car and took off, causing the cruiser to crash into a church on Congress Avenue. The officer sustained injuries but is expected to return to work soon.
New Haven Police Union President Florencio Cotto emphasized the dangers of police work and commended the officers for their professionalism and restraint in handling the situation. Footman has a lengthy criminal record dating back to the early 90s, with over 80 arrests. His public defender cited mental health and addiction issues as contributing factors.
Given Footman’s criminal history and the severity of the charges, his bond was set at $300,000, and he is due back in court on August 29. This incident highlights the risks law enforcement officers face daily and underscores the importance of mental health and addiction support for individuals like Footman.
